Help air drag?

I'm noticing something odd, no matter what drag value I set the cloth too, continual motion does not result in the hanging part of the fabric staying behind the moving object.

I have both a linear inertia scale and world angular interia scale to 1

I assume you are moving the solver around, not the cloth itself. if you move the solver, it does not matter how high you set aerodynamic drag or velocity damping as both the cloth and the "air" around it will move together with the solver. Drag is not an inertial force.
