Try increasing the solver's "damping" parameter a bit, or apply some more friction to the cup's collision material. Having frictionless surfaces and no energy dissipation can lead to endless motion. Also, increasing the amount of density iterations will help reducing the amount of particles that rise to the surface due to pressure building up at the bottom of the cup.
