Hi,
Obi is a particle based engine (like Flex, Lagoa, and many others), so this is completely normal and to be expected.
Collision detection is performed using particles, so particle radius determines collision and self-collision distance. If you add a ObiParticleRenderer component to the cloth, this will become clear.

To reduce this gap you can reduce cloth particle radius or use a higher-res cloth mesh.
