Are there plans to support HDRP?

Hello,
    I picked this up because it seemed like it might work pretty well for nice quality blood effects for a Timeline sequence I was creating, but I was a bit sad to discover that it didn't work for the HDRP. Are there any plans to make it compatible? I would very much like to use it, but my projects all use HDRP currently, so, unfortunately, it ends up being all but useless to me until then.

As soon as Unity provides a way to hook up custom post-processing effects in HDRP, yes. Seems 2019.3b offers somewhat limited support for it. Right now only LWRP fully supports this.
