We're unable to reproduce this (fresh install from the store, Unity 2019.3.9f1 and 2020.1.0b3 under Windows 10). A DllNotFound exception means Unity is unable to find the native library used by Obi to perform all simulation tasks. This is a pretty essential part of Obi, nothing will work if Unity is unable to find the core library. What platform are you using (mac, windows, linux)?
Assuming you're running Windows, make sure the asset correctly installed, and that /Obi/Plugins/x86 and /x86_64 contain a libOni.dll file each.
