Help  7.1 Obi bone spasm

Could you post a video to show what does the "spasm" look like? From the configuration you post I would suggest you try to disable bone stretch as it may be related to what I understand the "spasm" mean. And the collision may be related to the "stuck" you mentioned. Try to set Obi collider to collide with nothing to see what happens.
I would test Obi Bone related settings in this way though: connect your "ear" to a cube with a unity configurable joint (xyz rotation/move set free). Then you can quickly move the cube in the editor in play, to see whether it behaves as you expect. If it goes well in this way, it can be confirmed your initial problem is related to something else such as collider settings.
