Hi,
I reduced scale of the cloth solver. Now the cloth stiffness is very low. How to increase cloth stiffness?

Hi,

The scale of the solver should not affect stiffness at all, they're completely unrelated.

To increase overall constraint stiffness, increase the amount of substeps in the ObiFixedUpdater. See the manual for a detailed explanation of how the engine works internally and how substeps/iterations affect the results:
