Hi,

Paper doesn't behave like cloth at all: it has a lot of bending resistance, and it is very good at "remembering" its shape: if you crumble it into a ball, it will remain in that shape.

You will have a hard time using a cloth simulator to simulate paper. Best you can do is probably increase the cloth's bending plasticity. To do that, select the cloth component and increase plastic creep to 1, and plastic yield to a small positive value.

This will increase the cloth's ability to remember wrinkles/folds, though not to the same extent paper is capable of.
