Yes, you can do this. FluXY has a viscosity parameter available.

Hello! I am trying to make samething as the video with Fluxy.

The settings are the pretty much the same as the included "fog" sample scene. Only thing that changes is the texture used for the container (a black/white one for this video, and a noisy one for the fog). You may also want to increase viscosity a bit to prevent fluid from moving around too much.
