Hi bobby!
Short answer is, you can't.
Long answer is, it's a rather bad idea that Obi goes to great lenghts to keep you from doing: fluid particles are not like regular, VFX particles: a fluid particle represents a finite volume of fluid. This means that you can only have a specific amount of particles in any given volume, if you cram more particles in that space, density will increase and pressure will build up. So if you have an emitter emitting more particles than they can flow away from it, a pressure spike will form and fluid will "explode". If you have an emitter emitter less particles that can flow away, the flow interrupts.
That's why emission speed and amount of particles/second (that is the same as saying volume of fluid/second) are linked to each other, just like in a real-world faucet: as you open the the faucet, more water flows out, and it does so at faster speeds: as the volume or water that comes out increases, pressure increases, so does speed.

That's the only way to have many particles coming out of the same spot in space at once. However, it will lead to pressure spikes, that you probably want to avoid.
